Fish for seadra (super rod) on route 226 with your banette/shuppet at head of your party. If it's not a seadra and/or not holding a dragon scale (you'd find out straight away) run away and fish again. If it is a seadra with a dragon scale, use 'Thief' and it isn't theirs any more :P You could also use a pokemon with Covet, and just use Covet on every seadra you fish up. I don't know what other pokemon have 'Frisk', but hope it helps! Helen: you find it in the water Eddie: A wild Seadra or Horsea. But theres only a 5 percent chance of finding one from them.
